Emperor Norton was a man who believed he was Emperor Norton I of the United States (and protector of Mexico).
If he believed it completely, and other people treated him as if it were true, then perhaps in a way it was.
He is identified as a Discordian holy man, and an appears issue of the comic Sandman.
