absence (a-) of fear (bhaya) hence "fearlessness."

The Abhaya mudra is the open-handed gesture of dispelling fears which often appears in the iconography of deities such as Ganesha. Fear is a form of attachment, and the deity who dispells the fears of devotees indicates that the deity aids the devotee in removing attachments.
